This self-assessment and improvement framework is for integrated care systems (ICSs). It's a voluntary resource to support ICSs in reducing health inequalities by improving the way they engage with people and communities.
The framework is designed to stimulate honest reflection, shared learning and practical action planning at all levels of engagement. It links to People and Community strategies, and encourages a whole-system approach to embedding meaningful engagement and reducing health inequalities.

We're publishing the framework in 3 formats. Which version you use depends on how you want to use it. The Word version allows you to check boxes against actions in each phase and save your progress. The PDF version is best for printing. The HTML version is better for people using screen readers or other assistive technology.
How we developed this framework
To deliver this project, we worked in partnership with the Point of Care Foundation and National Voices, with funding from the Regulators' Pioneer Fund.
The Point of Care Foundation reviewed current practice and existing engagement frameworks in ICSs to measure progress against their People and Community Strategies. Alongside this, National Voices interviewed 4 ICSs to gain a more detailed understanding of existing practice.
To design the framework, we ran a series of workshops and analysed continuous feedback. We worked with people and organisations across the health and social care system. This included a range of stakeholders, experts and people who receive care. We tested the framework in late 2024 with 4 volunteer ICSs.
