Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question requires improvement. At this assessment, the rating has changed to Good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Governance, management and sustainability

Staff fulfilled their roles and responsibilities to ensure the service was well-led. The registered manager had reviewed staff roles and responsibilities since our last assessment, staff felt this was positive and they felt well supported. These changes ensured staff were able to focus on their strengths to improve the quality and safety of care on offer. We found staff were open and honest throughout the assessment and demonstrated a committed attitude to quality improvement. The registered manager told us, they had made lots of changes since our last assessment and were committed to improving the quality of the service. They knew people and their needs well. We found people and staff to be relaxed in the registered manager’s presence. Staff told us where there were issues the registered manager acted to address them. We found all the issues found at the previous assessment had been addressed, this included building works and a full refurbishment of a bathroom.

Processes in place meant governance systems were effective in ensuring the service was well-led. Systems were utilised to ensure the quality of the service improved. Medicines and environmental audits were effective in driving service improvement. We found where issues were highlighted action was taken and staff informed via lessons learned bulletins. Infection control audits were effective in identifying areas for improvement. Timely action was taken to address any issues. Quality walk arounds evidenced all of the issues we highlighted at our previous assessment had been addressed. Systems to monitor accidents and incidents were effective in identifying themes and trends, this allowed for risk reduction measures to be implemented. This reduced the risk of recurrence of incidents. Records were held securely. This protected people’s right to privacy.
