We completed assessment visits to High Lea House on 3 and 5 December 2024. High Lea House is a care home for up to 25 people. 23 people were living there at the time of our visits. The home supports older adults. We found people did not always receive safe care and treatment. The environment was not maintained to ensure people’s safety. Systems to prevent the spread of infection required strengthening. Staff had not been provided training to assist people to move safely. Recruitment procedures required strengthening. Improvements were required to the administration of medicines. Systems were not in place to ensure that people’s dietary requirements were met. Processes needed strengthening to ensure people were supported to make choices. Person-centred care was not being provided. Care plans and risk assessments for people had not been reviewed. The provider did not give people the opportunity to provide feedback about their care. The home did not support people to plan their end-of-life pathways. There was a lack of governance and oversight of the running of the home. Staff did not feel confident about speaking up if they felt improvements were required. There was an absence of a policy to ensure staff with protected characteristics would be treated equitably. Staff were not given the opportunity to express their views. The leadership team were not proactive in obtaining information through audits, incidents, and safeguarding alerts to improve the service. People were supported to access healthcare services.
We found that the provider was in breach of 4 regulations relating to safe care and treatment, person centered care, consent to care and good governance.
