Our view of the service
Care & Grace is a domiciliary care and supported living agency providing personal care to people living in their own homes. The service supports people with a variety of care needs including those living with dementia, older people, people living with mental health issues, physical disabilities, sensory impairment, learning disabilities, drug and alcohol misuse, people living with an eating disorder and children aged 4 -18 years of age.
During our assessment we found 5 breaches of regulation covering the following areas: governance, staffing, safe care and treatment, person centred care and fit and proper persons.
We found the provider was unable to demonstrate they had systems in place to assess people’s needs and keep them under review. We found risks to people were not fully assessed and risk assessments were not in place to guide staff on how to support people safely and effectively. Systems were not in place to ensure medicines were administered accurately. The provider had failed to ensure systems were in place to ensure effective deployment of sufficient numbers of competent staff to meet people’s needs at all times. We found the provider had failed to operate effective governance systems to assess, monitor and mitigate risks to people’s health, safety and welfare, or improve their quality of care. The provider had failed to follow their own recruitment and selection policy and procedure and had failed to understand their responsibilities in this area. However, people were happy with the care they received. Staff felt well supported and were happy working for the agency.

People's experience of this service
People and relatives spoke positively about the service they received. They told us they felt safe with staff who supported them and, on the whole, relatives and advocates agreed with this. People spoken with were highly complimentary of the provider. They told us where concerns had been raised, the provider had responded and acted on these issues in a timely manner, which provided them with assurances that they were being listened to. However, the provider was failing to follow their own systems and processes in a number of areas which meant they were failing people and placing them at potential risk of harm.
