On the 18 and 19 of November 2024 we conducted an assurance visit at Winsford Grange in response to information of concern received shortly after the last comprehensive inspection which was conducted from 4 July to 19 July 2024 with the report published 11 October 2024. Enforcement action was taken following the July 2024 assessment. During the assurance visit we looked at 7 quality statements from the safe key question and 2 quality statements from the well-led key question in response to the information of concern received. We were not assured during the visits and reviewed further information off-site pertaining to effective management of safe care and treatment and governance. The provider did not demonstrate and evidence a learning culture following their service analysis of accident and incidents including wound care, to mitigate risks to people.
People were not always protected and kept safe through the observations made. The facilities and equipment were in the process of an upgrade and improvements were visible, however, equipment was not always clean, medical equipment was not maintained, assessed or audited. Managers did not make sure all staff received training in moving and handling of people and their competence was not always assessed. Staff did not manage medicines well and found continued concerns with medication management.
We found the provider continued to be in breach of regulation 12 safe care and treatment and regulation 17 good governance of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, there is enforcement action currently active, therefore no further enforcement action will be taken.
