Terms of this registration relating to carrying out this regulated activity
The registered provider must ensure that the regulated activity 'Personal Care' is managed by an individual who is registered as a manager in respect of that activity at or from KEPA Care Solutions Limited.
The registered provider must not accept any new packages of care without the prior written agreement of the Care Quality Commission. The term ‘new packages of care’ includes individuals who have previously received care, and those discharged from hospital.
The registered provider must ensure that service user A has a comprehensive epilepsy management plan developed with a person qualified to do so, for example a GP, neurologist or epilepsy nurse including details of ongoing management, risk assessment and protocols to follow in the event of seizure. This must include detail of all epilepsy medicines including rescue medicines and PRN medicines. The plan must also include clear directions and clear actions for staff to take in the management of service user A’s epilepsy including during a seizure. This comprehensive epilepsy management plan must be completed by 5pm on Monday 15th July 2024.
The registered provider must ensure that at all times all staff supporting service users with a diagnosis of epilepsy are trained in epilepsy management and competent to follow epilepsy management plans and administer the medicines as prescribed and required.
The registered provider must send the Care Quality Commission evidence that the above conditions have been met and all medicines for the management of service user A’s epilepsy have been prescribed by an appropriate healthcare professional and deemed by them as suitable.
The registered provider must provide evidence of above to the Care Quality Commission by 10am on Tuesday 16th July 2024 .
By Monday 22nd July 2024 and thereafter every 2 months on the first Monday of that month, the registered provider must send the Care Quality Commission a written report addressing points 1 to 3 below. This report must include any monitoring data or audits undertaken to provide reassurance that those arrangements have been implemented.
(i) The registered provider must ensure that risk assessments and positive behaviour support plans for each service user, receiving a regulated activity, set out how it will ensure risks to service users are managed and how service users will be supported in respect of behaviours of distress. The registered provider must set out a separate risk assessment for each service user and each risk, detailing the risk, mitigation, and guidance for staff to follow to ensure care and support is safe and meets individual service users’ assessed risks. These risk assessments and positive behaviour support plans must be developed with the involvement of suitable professionals making to provide reassurance that such plans meet the specific needs of the service users supported.
(ii) The registered provider must ensure staff who are trained and competent in positive behaviour support and reactive interventions are deployed on each shift.
(iii) The registered provider must ensure that ALL incidences of distressed behaviour, are recorded as incidents. Incidents that meet the threshold for a safeguarding referral must be reported as such and the Care Quality Commission informed. The provider must ensure that all such incidents are reviewed, and actions taken to mitigate future risk.
