Our view of the service

The assessment took place from 5th November 2024 to 03 December 2024. Maidstone Care Centre is a residential care home providing personal and nursing care to up to 58 people. At the time of our inspection there were 55 people using the service. The service provides support to people who may be living with dementia. This assessment was undertaken in response to concerns in relation to the quality-of-care people were receiving. We identified 2 continued breaches of the legal regulation in relation to safe care and treatment and good governance plus 3 new breaches in relation to fit and proper persons employed, consent, and person-centred care. We found the service had recently undergone a large programme of change. There had been changes to the provider’s senior leadership team and management team of the service. Some of the service’s systems and processes had moved to online systems and there was an action plan in place for the development and improvement of the service. Risks to people were not always assessed and mitigated including their medicines management. Staff had not always been recruited safely. People’s needs were assessed but there was not always detailed guidance for staff to follow. The service worked with other professionals although we received mixed feedback from some professionals about the service. The service was not always person-centred and did not always give people choice and control of their lives. People’s rights had not always been protected under the Mental Capacity Act. The governance systems had not always been effective. The management team were aware of many of the areas for improvement and expressed an eagerness to improve the service provided to people. CQC have decided to take civil enforcement action against the provider, we will publish this information on our website after any representations have been concluded. We have also asked the provider for an action plan in response to some of the concerns found at this assessment.

People's experience of this service

People told us they felt safe living at the service. People were not always protected from the risk of potential harm and did not always feel involved in all aspects of their care or fully engaged in the service provided. Relatives also told us they did not always feel involved in their loved one’s care. People generally felt there were enough staff to support them. Some people felt that their needs were not consistently met in a timely manner. Some relatives felt there had been a lot of staff turnover which they felt impacted on how well staff knew their loved ones and on the continuity of care. People felt the staff were kind. However, people did not always feel their choices were listened to. People’s rights had not always been fully protected with regard to consent to care or best interest decisions about care made on their behalf.
