During a routine inspection

We visited the college on the first day of the new term. During the course of the day people resident at the college were returning from the holidays and settling back into college life. We were unable to meet with people using the service on a one to one basis but we visited the residential units and communal areas and met with staff and spoke briefly to people living at the service.

We looked at the care records for three of the 25 people who were resident at the college. We found the plans were clear, provided detailed information for staff to follow and identified and addressed risk factors. People's individual care needs were managed with access to support such as physiotherapy, a behaviour management team and speech and language therapists.

We spoke with staff who told us they had received training in recognising abuse and how to report it. Where issues were raised we found these had been reported and managed appropriately.

Over the whole campus, the service employed approximately 180 staff in various roles. We reviewed the staffing levels and the deployment of staff across the residential units. The provider had systems in place to match the skills of staff with the needs of people using the service.

We reviewed the quality assurance systems in place and found there was a robust system of governance which monitored the quality of the care provided.

During a routine inspection

When we visited Hinwick Hall College of Further Education on 13 November 2012, we saw that people were happy with the support and care that staff provided to them, although many were not able to communicate verbally with us. One person said they found the support and activities ''good'' and others showed us that they enjoyed them. One person told us they were looking forward to the planned activities for the afternoon.

Staff interacted respectfully and confidently with people. They supported people to develop skills for the future and the college planned how to best assist people to gain additional independence in the future.

During a routine inspection

The majority of the people that we met during our visit on 25 May 2011 did not use words to communicate. However by using a variety of non verbal communication methods; they were able to tell us that they were happy at the college and that they liked the staff.

We observed the support provided to a number of people and found that people were given choices about what they would like to eat, and how they would like to spend their leisure time.

People we observed were not being rushed, and appeared to accept the support being offered to them.

We noted a relaxed but lively atmosphere in each of the units we visited, and observed some very positive interaction between staff and people using the service.

Some of the staff we spoke with had worked at the college for a number of years. They spoke positively about their roles and the support provided to them by senior managers.
