Our view of the service

This assessment took place on 18 and 20 November 2024 and was carried out in part because of concerns raised by relatives, and to follow up on the previous assessment.

St Annes Residential Care Home is a care home. People in care homes receive accommodation and personal care as a single package. CQC regulates both the premises and the care provided, and both were looked at during this inspection.

There was manager registered with CQC. This means that they and the provider are legally responsible for how the service is run and for the quality and safety of the care provided.

There was a lack of oversight of concerns, accidents and incidents which meant people continued to be at risk of harm. The registered manager had failed to ensure that risks to people were well managed. People’s clinical needs were not always catered for appropriately. Care was task driven. Medicines had not been managed safely. There was a lack of effective oversight of the service, to identify and make improvements. Audits and checks were not completed, and the registered manager had not identified the serious and widespread issues we found during this assessment. The registered manager did not promote a culture which facilitated good outcomes for people.

At our previous assessment the provider had failed to display a rating for the service on the website. This breach has now been met.

We found significant shortfalls across the service and identified 7 breaches of regulations relating to safe care and treatment (including risk assessments, medicines management), safeguarding, safe premises, safe staffing, working with other healthcare professionals, person centred care and good governance.

In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.

We asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service

We received mixed feedback from people and their relatives about care at the service. While some relatives thought care was good, others had raised concerns with CQC to say they felt staff were not looking after their relatives in safe or dignified ways. While one relative told us, “The staff are polite and I caring. I generally see the [Senior staff member] who is always very welcoming and happy to talk. The care staff are good, and I feel that knowing their names gives an air of caring.” Another relative said, “There are upstairs and downstairs residents, downstairs don’t seem to be on the radar as much.” And told us their relative sometimes complained to them, “They didn’t bring my soup” or “I didn’t get my cake.”

Some people had sustained injuries at the service and the lack of management oversight meant lessons were not learned.
