Our view of the service

Madeira Lodge is a residential care home providing accommodation and personal care to up to 48 people. The service provides support to older people with varying care needs including, dementia, diabetes and mental health needs. We carried out the on and off-site responsive assessment due to concerns on 24 January 2024, which concluded on 21 February 2024. We spoke with people and relatives about their experience of the service. We assessed 24 quality statements which are detailed within the key questions within this assessment report.

We found two breaches of the legal regulations in relation to safe care and treatment and governance.

Staff did not always assess risks to people's health and safety or mitigate them where identified. People did not always have care plans to guide safe practice. Governance systems and audits were not effective in identifying or addressing areas for improvement.

At our last inspection, the service was rated inadequate overall and for the key questions of safe and well led. The service had made some improvements since that inspection and the service is now rated as Requires Improvement for all key questions.

We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service

People told us they enjoyed living at Madeira Lodge and felt safe being supported by staff who knew them well. Relatives told us they felt the service had improved and changes had been made with the introduction of the new manager. People and their relatives told us they felt there were enough staff to meet people’s care and support needs. We observed people being supported by staff who were caring, kind, and encouraged them to be as independent as they could be. Plans were in place to ensure that people and relatives were given regular opportunities to raise any concerns or to make suggestions through regular meetings being held with the management team.
