Date of assessment 31 July to 19 August 2024. We carried out an assessment following concerns raised about the escalation of, and response to, safeguarding issues. We found safeguarding referrals had not always been raised in a timely manner. Safeguarding investigations had been overly prolonged. Prompt action was not always taken in response to investigations. Measures to mitigate risk were not clearly defined. It was unclear how long these measures would be needed. Some areas of the service required updating and redecorating. While this had been identified there was no process for identifying which improvements should be prioritised. There were enough staff to support people. Training was largely up to date although training in the Mental Capacity Act and Deprivation of Liberty Safeguards was not. Feedback from external professionals was positive, all commented the registered manager and staff were knowledgeable about the people they supported and worked well with other agencies. One commented; “We as a care home team feel the service is well run with clear values to maintain the independence of their residents in the least restrictive way. The whole care team is well led and supported by the manager and [their] deputy, and they are both visible members around the home engaging with all the residents and assisting with their care needs.” We identified a breach of the regulations in relation to governance. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of the service

Most people told us they were happy living at Tremanse and were well supported by staff. One person told us, “There is enough staff, always someone to talk to. It is a lovely place here, this is the first time in my life I have ever felt safe." Relatives were also positive when providing feedback. Comments included; “I think the staff do understand [Relative’s name] needs and preferences well” and “They keep [Name] very safe. If there are any problems the staff are right on it. I can’t say anything bad at all.” One person told us they sometimes worried about who would be supporting them. The rota had been arranged to help reduce the person’s anxieties.
