Our view of the service
Date of assessment – 12 September to 25 September 2024. Roseside provides personal care or nursing care with accommodation. At the time of assessment 19 people lived there. Three regulatory breaches relating to safe care and treatment, safeguarding and governance were identified.
The service did not adequately assess people’s needs and risks. Staff did not always have accurate or sufficient information to guide them in safe care and treatment. The management of medicines was unsafe. Care and treatment did not adhere to best practice. The Mental Capacity Act and Deprivation of Liberty Safeguarding legislation had not been consistently followed. People’s communication needs were not appropriately supported. Processes and audits failed to identify and address service shortfalls. There was a lack of effective managerial and clinical oversight of people’s care. The culture at the home for some people was restrictive. There was in some areas a lack of organisational understanding of the health and social care regulations. People had access to a range of activities in support of their well-being.
The overall rating for this service is ‘Inadequate’ . The service is now in ‘special measures’. The service will be kept under review and, if we do not propose to cancel the provider’s registration, we will re-inspect within 6 months to check for significant improvements. If the provider has not made enough improvement within this timeframe. And there is still a rating of inadequate for any key question or overall rating, we will take action in line with our enforcement procedures. This will mean we will begin the process of preventing the provider from operating this service. This will usually lead to cancellation of their registration or to varying the conditions the registration. If the service has demonstrated improvements when we inspect it. And it is no longer rated as inadequate for any of the five key questions it will no longer be in special measures.
People's experience of this service
During the inspection we spoke with 2 people living in the home and a relative.
People told us they felt safe in the home and staff treated them well. They told us they received support with everyday tasks such as washing and dressing and felt they had a choice with regards to their daily routines. People told us they got enough to eat and drink and had a menu to choose from.
People overall felt staffing levels were sufficient although one person said they (staff) “Could do with some more”.
People felt the service was well managed but did not know who the manager was. People told us they felt able to talk to staff if they had any concerns and felt they would be listened to. People told us staff were kind and treated them with respect.
