Our view of the service
Date of assessment 20 November to 05 December 2024. The assessment was prompted by reviewing information we held about the service. Hafod Nursing Home is a care home, providing nursing and personal care for up to 29 younger and older adults, some living with dementia or complex mental health needs. At our last inspection, we found breaches relating to the maintenance of the premises, safety of care and governance. At this assessment, we found continued breaches relating to safety of care, the premises and equipment and governance, and a new breach relating to staffing. There was a failure to ensure staff had sufficient guidance and knowledge to support some people safely and the care environment was not always maintained to a safe and hygienic standard. We found the safety and on-going maintenance of the premises and equipment was poor due to the lack of timely actions by the provider. We found an on-going lack of provider-led systems in place to monitor the quality of the care provided, which had failed to identify many of the issues highlighted during the assessment. Systems to ensure care was provided safely and appropriately were not always robust. We found a lack of robust training and support were offered by the provider to ensure staff had the correct knowledge and skills to support people. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. In instances where CQC has decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.
People's experience of this service
Most people receiving support and relatives told us they felt the care staff provided was safe and people spoke positively about the staff who supported them. Most people and relatives felt they were kept informed; however, some relatives told us they felt communication with staff and management could be improved. People and relatives told us they knew how to make complaints about the service. Most relatives felt the registered manager had responded quickly to any concerns raised with them and were happy with the outcome, although some told us it was very difficult to get to speak to the registered manager. People and their relatives said they were not always involved in the development or review of support plans. Some people told us they were aware of their support plans, but many had never seen one. People and their relatives told us they were generally happy with the standard of care they were receiving from the service but were unhappy with the standard of the environment.
