Bionicare (DCA) is a domiciliary care agency supporting people with personal care living in their own homes. People are supported across a number of different ‘supported living settings’. People may be living with a learning disability or be autistic or be living with mental health or physical support needs.

As part of our assessment methodology for people with a learning disability and autistic people, we assess if services are meeting the Right Support, Right Care, Right Culture (RSRCRC) statutory guidance. This includes:

Right support: Model of care and setting maximises people's choice, control, and independence.

Right care: Care is person-centred and promotes people's dignity, privacy, and human rights.

Right culture: Ethos, values, attitudes and behaviours of leaders and care staff ensure people using services lead confident, inclusive, and empowered lives.

At our last assessment the service was rated as good (report published 19 February 2019). At this assessment we found the service was in breach of 3 regulations of the Health and Social Care Act (2014) in relation to safe care and treatment, staffing and good governance. The service is also in breach of 1 regulation of the Health and Social Care Act (registration) Regulations in relation to not reporting notifiable incidents to CQC in line with legislation. The service requires improvement in the safe, effective and well-led key questions and has been rated as good in the caring and responsive key questions.

In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.

People's experience of the service

People were not always supported to stay safe as staffing levels were not being effectively monitored to help ensure people had the support they needed at all times of the day. Incidents had not always been thoroughly investigated and reported to authorities such as the local authority or notified to CQC. Governance checks and audits had not always been completed or were not effective in identifying where improvements to people’s experiences could be made.

However, people were very happy being supported by staff at the service and had good experiences. People’s comments included, ‘‘It has changed my life living here. The staff are absolutely amazing.’’ and, ‘‘The support we get here is unbelievable. We are not just a number here, we are a family.’’
