Our view of the service

Date of assessment: 7 August 2024. Reason for assessment: We received concerns about the quality and safety of care which we wanted to check on and we wanted to check improvements had been made following our last inspection. Elizabeth House is a residential care home providing personal care to up to 35 people. The service provides support to older people who may have dementia. At the time of our inspection there were 26 people using the service. We assessed all quality statements in safe and well led. During the assessment we found concerns in effective, so we opened the assessment to include the quality statement Delivering evidence-based care. For quality statements we have not assessed at this assessment, we have used the rating from the previous assessment to help calculate the rating of the key question. We found 4 breaches of regulations at this assessment. The provider did not have effective systems in place to monitor the quality and safety of care to people which had left people at risk. Risks to people were not always assessed and planned for and medicines were not managed safely. People were not always supported in the most person-centred way. The home environment had put people at risk as it was in poor condition or dangerous areas were unsecured. There were widespread failures, and the provider had failed to act on feedback to address multiple and ongoing concerns in the safety and quality of care. There was a lack of adequate oversight to ensure people’s care was safe and met their individual needs.

People's experience of this service

People felt safe and generally well supported by staff. There were mixed feelings about the quality and variety of food, some people liked the meals, but others did not. While the people we spoke to expressed that they were generally happy with their care, our assessment found care did not meet the expected standards. People had been exposed to significant risks associated with the environment, medicines, monitoring of health conditions and lack of consistently person-centred care. People’s health had been put at risk by some poor moving and handling manoeuvres. People were not treated as individuals and support from staff was task-oriented and there was minimal interaction outside of the time when people were being supported with a task.
