Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question requires improvement. At this assessment, the rating has improved to good. This meant people were safe and protected from avoidable harm. Governance systems were operated more efficiently.

Shared direction and culture

Score: 3

The service had a shared vision, strategy, and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. We observed people and staff were treated with dignity and respect. A member of staff said, “We look after everyone like they are our family. It doesn’t matter where they come from or what their care needs are”.

Capable, compassionate and inclusive leaders

The service had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. A relative said, “I think the management of the home is exceptional. [Registered manager] and her team have my utmost trust, respect and thanks.”

Freedom to speak up

The service fostered a positive culture where people felt they could speak up and their voice would be heard. A relative said, “I have felt that [registered manager] has worked with me on this, and I am truly grateful. I have felt that during our discussions although their safety has been of utmost importance to [registered manager].’’ People, staff and their relatives were provided suitable opportunity speak up during care reviews, phone calls, supervisions and team meetings.

Workforce equality, diversity and inclusion

The service valued diversity in their workforce. They work towards an inclusive and fair culture by improving equality and equity for people who work for them. A relative said, “There is a wide range of different characters here and people’s views are always considered.” Staff consistently told us they were supported and felt their views were important and acted upon.

Governance, management and sustainability

Score: 3

The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They act on the best information about risk, performance and outcomes, and share this securely with others when appropriate. The provider had an ongoing action plan which contained information relating to safeguarding, care plan reviews, incidents and accidents and staff training. The majority of actions had been completed or were ongoing.

Partnerships and communities

Score: 3

The service understood their duty to collaborate and work in partnership, so services work seamlessly for people. They share information and learning with partners and collaborate for improvement. A relative said, “I feel that I have been totally engaged in the process every step of the way and that this will remain the case in the future. As far as possible, as no one knows what the future holds, I have discussed strategies with [registered manager] if circumstances change.”

Learning, improvement and innovation

Score: 3

The service focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contribute to safe, effective practice and research. The provider had taken meaningful action to address safety concerns highlighted in a legionella risk assessment. Improvements were made in relation to staff training and water supply checks.
