Our view of the service

Bexley Home Care is a domiciliary care agency. It provides personal care to older people living in their own homes. The service also provides support to people living with a learning disability and/or autistic people. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. Assessment activity commenced on 10 May 2024 and ended on 23 May 2024. Before the onsite assessment, we spoke with 5 people and 10 relatives. During the onsite assessment, we spoke with a director, the nominated individual, field supervisor and two care staff. We looked at 9 quality statements; Safeguarding, Involving people to manage risks, Safe and effective staffing, Assessing needs, Consent to care and treatment, Independence choice and control, Person centred care, Equity in experience and outcomes, and Governance, management and sustainability. At the last inspection, this service was rated good. At this assessment, we found 4 breaches of the legal regulations - safe care and treatment, effective staffing, person-centred care and governance. We will ask the provider for an action plan in response to the concerns found. Improvements were required in relation to risk management, staff deployment and training, person centred care and governance. However, safeguarding processes were in place, people were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; people told us staff were caring and the service worked with health and social care professionals to support people’s health needs.

People's experience of this service

We received mixed feedback from people and relatives about the service. People were generally happy with the care provided; however, people told us that staff attended care calls either too late or too early. People told us that their preference for male or female staff was not always met. Some people said that they had not seen their care plan or been involved in care reviews. The provider told us they sent out surveys to people to gain their feedback about the service. However, we received mixed feedback from people about this, some people said they have had a survey in the past whilst others said that they had never received one. However, we did see that some people’s feedback was obtained by telephone monitoring. People told us that an assessment of their needs were carried out before they joined the service and that they felt safe using the service.
