Accommodation for persons who require nursing or personal care

Terms of this registration relating to carrying out this regulated activity
The registered provider must not provide nursing care under accommodation for persons who require nursing or personal care at The Limes Retirement Home.
The registered provider must only accommodate a maximum of 26 service users at The Limes Retirement Home.
The Registered Provider must not admit any new service user to The Limes, Retirement Home without the prior written agreement of the Commission. This includes readmissions including hospital discharge, respite and emergency admissions.
The Registered Provider must ensure there are enough staff deployed throughout the night to keep people safe and to safely support and evacuate service users from the first floor in case of a fire.
The Registered Provider must carry out a full needs assessment for each service user, including their dependency in order to calculate sufficient staffing numbers, for each shift, to meet all the needs of service users, taking into consideration any additional tasks care staff may have to undertake, the environment and layout of the building.
The Registered Provider must send a safe emergency evacuation plan to the Commission by 10am on 19 July 2024. This plan must evidence the following:
a) A sufficiently qualified person has developed a robust fire evacuation procedure.
b) Appropriate equipment to aide evacuation from the first floor of the building has been obtained and assessed by a qualified person as suitable and safe for use.
c) Staff have been assessed as competent in fire evacuation procedures, including use of emergency
evacuation equipment, the use of any firefighting equipment, fire drills and how to move service users quickly in an emergency.
d) Ensures all service users have a current, detailed and robust personal emergency evacuation plan (PEEP’s) in place.
The Registered Provider must assess the mobility risks to all service users in relation to their mobility and ensure staff are adequately trained in moving and handling. The Registered Provider must also provide us with a summary of each service users assessed mobility risks by 10am 19 July 2024. These must be:
a) Personalised and relevant to the individual service users
b) Include detailed, informative plans specific to the individual for managing the risks to that service user from falls, including all moving and transporting equipment specific to their assessed
needs, including suitability, and any emergency equipment.
c) Review and assess the environment to ensure it is suitable for its stated purpose and meets each individual’s mobility needs, including moving and transporting equipment.
d) Where appropriate refer those individuals assessed as at high risk of falls to the appropriate external
professionals.
e) If external specialist referrals are required, interim systems and arrangements must be in place to protect service users as far as possible from the potential risk of falling.
f) Ensure staff understanding and competency in how to assess, support, move and transport service users including the appropriate use of the
emergency lifting cushion.
On the first Monday of every month the Registered Provider must provide
the Commission with a summary report which demonstrates:
a) How all service users who are assessed at any level of risk of falling, including those who require specialist external professional support and advice, are being monitored and supported. This must demonstrate how systems are being used to oversee, monitor, mitigate risk and escalate concerns in relation to falls, incidents, accidents and near misses.
b) A staffing dependency tool updated to reflect service user need and acuity, compared with actual staffing numbers on each shift. This to demonstrate there are an adequate number of staff on shift, who are effectively deployed, and are trained and competent in moving and handling and fire safety, to ensure
safe practices and evacuation.
c) The outcome of the review of staff training needs and the action you are taking to address staff understanding and learning gaps.
