Processes did not always ensure managers had full oversight of the service. Not all people up to date next of kin details. The service did not submit statutory notifications in line with legal requirements. This was a breach of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014: Regulation 17 - good governance. However, managers had oversight of day to day care delivered to people which enabled them to quickly identify any concerns or risks. Following some changes to management prior to our inspection, staff felt more confident that if they raised concerns they would be listened to.

Capable, compassionate and inclusive leaders

Following a change in leadership in 2024, staff felt listened to, respected, and supported by management . Staff felt comfortable to contact the registered manager or on call staff for support. Staff told us that the registered manager understood their duty to ensure all concerns and complaints were responded to promptly.

Managers undertook monthly audits which included reviewing any concerns raised by staff or about staff. We saw staff raised concerns about people using the service's welfare and health and this was actioned promptly. Where issues were found such as staff arriving late to a call, managers resolved this by speaking openly with people and their relatives. The managers presented as knowledgeable about the service, staff and people using the service.

Governance, management and sustainability

Staff were aware of processes to follow should they identify any concerns such as people experiencing deteriorating health. Minutes from one staff meeting held in August 2024 meeting were shared which focused on developing staff awareness of the General Data Protection Regulations (GDPR). Managers monitoring staff completion of training and had set processes where staff remained non complaint with this.

Processes did not always ensure managers had full oversight of the service. During the assessment we found care records were not always up to date with correct information with regards to correct next of kin details for people using the service. This potentially could lead to a data protection breach should staff contact the incorrect person. We raised this with managers after the inspection and they assured us this had been reviewed and rectified. The provider did not submit statutory notifications in line with legislation. For example, a safeguarding referral was made against the service in November 2024; the provider was aware of this referral. However as of January 2025 we had not received a statutory notification in line with Regulation 18: Notification of Other Incidents of the Care Quality Commission (registration) Regulations 2009. The service had been reminded of their statutory duty by us in August 2024 following an earlier safeguarding referral from May 2024 whereby no statutory notification was submitted. We spoke to managers about this and they told us they were aware of this issue and a previous manager who has since left was responsible for this. However, no backdated notifications had been submitted. However, managers had oversight of day to day care delivered to people which enabled them to quickly identify any concerns or risks
