Our view of the service
Premium Home Care Services is a domiciliary care service that at the time of this assessment was supporting 65 people in their own homes with the regulated activity of personal care. Not everyone using the service received personal care. CQC only inspects where people receive personal care, which is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. We carried out this assessment between 30 September 2024 to 10 October 2024. The inspection team included, 3 inspectors, and an Expert by Experience. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service. We received feedback from other healthcare professionals in respect of the service. During the assessment process, we spoke with 5 people and 11 relatives. This was a responsive assessment due to historical ratings and no registered manager in post. We assessed a total of 16 quality statements from the safe and well-led key questions and found areas of both good practice and concern. The scores for these areas have been combined with scores based on the key question ratings from the last inspection. Though the assessment of these quality statements indicated some areas of good practice, we rated this service as requires improvement as it did not meet legal requirements relating to the safe administration and management of medicines and management oversight and governance. The provider failed to review and monitor people at risk, effectively investigate incidents, accidents, medicine related concerns and identify learning from incidents. The provider did not have effective oversight of the safe management of medicines. The provider did not have effective systems in place to ensure oversight and quality of the service.
People's experience of this service
People and relatives told us, staff supported them safely and in the way they preferred, they were happy with their care and the service they received. People told us the carers were kind, helpful and respectful. One person told us, “Care is provided and companionship in a dignified and respectful way. “A relative said, “When a new staff member is introduced, they shadow the experienced staff member, so they know [person] routine.” People and their representatives told us they were involved when the care plans were actioned and reviewed.
