Victoria House is a care home providing accommodation personal and nursing care to a maximum of 9 people including younger and older adults with a learning disability or autism, physical disability or mental health needs. At the time of our visit, 8 people were using the service.
We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.
At our last inspection, we identified breaches of legal regulation in relation to safeguarding people from abuse and good governance. At this inspection, improvements had been made and the provider was no longer in breach of regulations. The service was meeting the underpinning principles of right support, right care, right culture. There was an open culture, people were involved, consulted and were partners in their care. They were the main focus of care delivery and they received safe, person-centred care that met their needs. Systems were in place to encourage positive risk taking to maintain people's independence. Staff were valued, they were encouraged to speak up and give feedback. There were sufficient trained staff who worked well with other professionals to ensure people's needs were met safely. Records provided detailed guidance to ensure people received safe, consistent, person-centred care and support. Medicines were managed safely. The quality assurance system had become more robust to assess the standards of care in the service. Staff and leaders demonstrated a listening culture and were open to learning and improvements.
