Caring
For those quality statements that were assessed, we identified a breach of the regulations in relation to the provision of person-centred care. People and their relatives were not involved in the development of their care records to ensure these were tailor to their individual wishes and preferences.

Independence, choice and control
People’s levels of independence, choice and control over their day to day lives varied. In part this was influenced by the communication skills of the staff team, to offer people the opportunity to express their wishes and feelings.
Where people did not have access to their own vehicles or did not always have staff who were able to drive, this impacted on their levels of day trips and community-based activities and outings.
Where assessed as safe and able to be involved, people participated in daily tasks, such as cooking, cleaning and shopping. One person had a paid job cleaning at the service, however, risk assessments around their role and access to cleaning products was only implemented as an outcome of our inspection feedback.
Staff gave examples of ways they tried to support people to increase their levels of independence. However, they told us some staff felt less confident encouraging people to be more independent and potentially take risks.
We observed varying abilities within the staff team to ensure people’s levels of independence, choice and control over their lives was nurtured and developed. Some staff demonstrated a greater level of understanding and confidence in supporting people to be independent, rather than to complete all aspects of their daily routine for them.
We identified the need for further staff training and development to support them in their abilities to coach and encourage people to live more independently. Greater use of personal goal setting to nurture individual achievement was identified from reviewing people’s care records.
Overall, a greater emphasis was required to ensure consistency in approach to supporting people to develop greater levels of independence. Collaborative working with people, their relatives and external professionals where appropriate was required to support individual goals and objectives.
