Our view of the service

Date of Assessment: 20 January to 3 February 2025. Cardinal Care is a care at home service providing support to older people, including people living with dementia. At the time of assessment, the service was providing care to 10 people who lived in Leeds. Not everyone who used the service received personal care. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do; we also consider any wider social care provided. This assessment was carried out due to the length of time since our last assessment. We reviewed 14 quality statements in the key questions of safe, caring, responsive and well led. During our assessment, we identified 1 breach of the legal regulations in relation to good governance. We found management oversight had deteriorated and the quality monitoring systems in place needed to be improved to ensure any shortfalls were identified and acted upon in a timely way. You can find more details of our concerns in the evidence category findings. Risks to people’s care were identified and planned, but some areas required additional detail. People received their medication as planned, but these were not always recorded accurately. Staff knew people well and care was provided consistently by a small staff team, however we found lack of evidence around staff’s training, regular checks on their competencies and supervisions. People received personalised care that was flexible to meet their needs.

People's experience of this service

Feedback from relatives was overwhelmingly positive about the quality of their care their loved ones received. Relatives told us care provided was safe and flexible to meet people’s needs, and the registered manager was receptive to any feedback. People’s views were gathered from the service via questionnaires and reviews of care and this informed how their care was delivered.
