Our view of the service

The Devonshire is a care home with nursing for up to 137 people, including people living with dementia. People in care homes receive accommodation and nursing or personal care as a single package under one contractual agreement. CQC regulates both the premises and the care provided, and both were looked at during this assessment. The assessment started on 30 August 2024 and finished on 16 September 2024. We visited the service on 30 August 2024 and 6 September 2024. Our first visit was unannounced, the second visit was announced. The site visits were carried out by 5 inspectors, one of whom was a specialist medicines inspector. We spoke with 22 people who lived at the home and 15 staff, including the registered manager and the provider’s regional director. An Expert by Experience spoke with 17 relatives to hear their feedback. An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of service. We reviewed care records for 15 people, and records relating to accidents and incidents, medicines, quality monitoring, staff recruitment, and training. The service was last inspected on 28 September 2020 and rated requires improvement. At that time, the service was known as River View Care Centre. At this assessment, the rating has improved to good. The assessment was prompted in part by concerns raised in July 2024, following which the local authority carried out a quality monitoring visit. The visit identified issues relating to the environment, moving and handling practice, staffing levels and staff training, staff culture, and medicines management. We found the provider had taken action to address these concerns. An action plan had been developed which set out how, when and by whom necessary improvements would be made. The action plan was monitored by the home’s senior management team to ensure targets for the completion of improvements were being met.

People's experience of this service

People told us they were happy with the care they received. They said they did not have to wait when they needed care, and that staff understood their needs and treated them with kindness. Relatives confirmed staff provided good care in a way that met their family members’ individual needs and respected their preferences. They said the home had a consistent staff team, which meant their family members were supported by people they knew and who understood their needs. Staff treated people with respect and maintained their dignity when providing care. People were supported in a way that promoted choice, control and independence. Managers and staff worked well with other professionals to ensure people received coordinated care and had access to treatment when they needed it.
