Effective
Effective – this means we looked for evidence people’s care, treatment and support achieved good outcomes and promoted a good quality of life, based on best available evidence. At our last assessment we rated this key question good. At this assessment the rating remains good. This meant people’s outcomes were consistently good, and people’s feedback confirmed this.

Assessing needs
The provider made sure people’s care and treatment was effective by assessing and reviewing their health, care, wellbeing and communication needs with them. People’s life history was included and incorporated into the devising of care plans to ensure care was person centred. Communication care plans were in place for people who found it difficult to communicate using spoken words. We observed a staff member utilising Makaton to enable them to communicate with a person who used the service. Makaton is a communication programme which uses a combination of symbols, signs and speech to enable people to communicate. Other symbols and pictures were also used to enable people to communicate their needs when they were unable to verbally communicate. People’s rooms were personalised to reflect their preferences. Some people proudly showed us around their home.

Consent to care and treatment
The provider informed people of their rights regarding consent and upheld these rights while delivering person-centred care and treatment. Referrals were made for advocates to help when someone couldn’t make a decision on their own, ensuring decisions were made in their best interests. Where restrictions were in place to ensure safety, they adhered to the Mental Capacity Act 2005. Deprivation of Liberty Safeguards (DoLS) applications had been made for some people; however, this information was not consistently reflected within care plans. The provider was aware of this issue and had taken steps to ensure all care plans were updated with accurate and current information.
