Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question requires improvement and identified a regulatory breach in relation to the governance. At this assessment improvements had been made and the rating has changed to good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The registered manager and regional manager had a shared vision and were promoting a positive culture through staff meetings and resident and relatives’ meetings. This was based on transparency, inclusion engagement, and understanding the needs of people and the staff team. Staff were positive about the registered manager and comments included, “There’s an open-door approach,” and “The manager is the best one we’ve had!”

Capable, compassionate and inclusive leaders

The registered manager and regional manager had an inclusive approach and understood the context in which they delivered care, treatment and support. They displayed the skills, knowledge, experience and credibility needed to lead effectively and did so with integrity, openness and honesty. Staff said, “They are very supportive and always available.”

Governance, management and sustainability

Score: 3

Improvements had been made to governance systems and audits were now effective in identifying shortfalls. Action plans were used to monitor progress and review actions taken to address shortfalls. There were clear responsibilities, roles, systems of accountability and improved oversight. Some actions had not yet been completed however the regional manager was addressing them. This included the need to replace some areas of flooring. A new governance and oversight process had been recently introduced with the aim of providing increased accountability and oversight. This process was being embedded and the provider had plans in place to evaluate its effectiveness in April 2025.

Learning, improvement and innovation

Score: 3

There was a positive approach to continuous learning, and improvement. Audits, action plans and inspections were used to identify learning and areas for improvement both within Eston Lodge and across the organisation. Improvements to medicines management, care records and governance systems had taken place since the last inspection.
