Our view of the service

Pavilion Court is a care home providing accomodation, personal and nursing care for up to 75 people. The service provides support to younger and older people, some of whom are living with a mental health, dementia, a physical or learning disability. At the time of the assessment there were 60 people living in the home. This assessment began on 6 August 2024 and ended on 26 November 2024 and was undertaken to check the provider had followed their action plan and to confirm they now met legal requirements. At the last inspection, we identified a breach in regulation 12 (Safe care and treatment). At this assessment we looked at 19 quality statements to check for improvement and found the service was no longer in breach of regulation 12. However, we identified a breach of regulation 17 (Good governance). The scores for these areas have been combined with scores based on the key question ratings from the last inspection which was dated 8 July 2022. The premises were not always safe. On the first day of the site visits we found a number of issues around infection prevention and control, as well as the safety and presentation of the premises. The provider took immediate action to address the concerns which were significantly noticeable on the second day of site visits, which mitigated risks. Checks of the equipment and the environment were completed, and a refurbishment plan was in place and being completed. Governance processes were in place to monitor the quality of the service. However, they failed to identified shortfalls in relation to infection prevention and control and the safety and presentation of premises observed during the assessment. Systems and processes were in place to assess risks to people and ensure they were safeguarded from avoidable harm. Staff supported people in a kind, caring way and respected their decisions and choices. There were enough trained and competent staff to support people and keep them safe.

People's experience of this service

During the assessment we spoke with 5 people who used the service and 11 relatives. We spoke with the registered manager, regional manager, deputy manager and staff on duty. We observed how people were being cared for and supported. Our observations included the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us. People and relatives felt the service was safe and well managed. Relatives told us, “They are safe, the staff are a lovely bunch of people,” and, “I find it excellent, the way they look after you. All the staff are very nice to you, nothing phases them. I would recommend Pavilion Court to anyone.”
