This means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question good. At this assessment the rating has remained good. This meant people were safe and protected from avoidable harm.

Safeguarding
The service worked with people to understand what being safe meant to them, including how they could maintain their safety. Staff and leaders considered what support people needed and put measures in place for people, to keep themselves safe. The service had suitable safeguarding systems and procedures in place. They worked with people, even when they were unsupported, to ensure they had the tools and skills to protect themselves from harassment and abuse, in a way that did not infringe on their independence. The service escalated any concerns quickly and appropriately to the relevant agencies. All those we spoke with told us they felt safe with the staff supporting them.
Involving people to manage risks
The service worked with people to understand and manage risks by thinking holistically. People were supported to manage and understand risks, even during times when they weren’t being supported. Staff had access to information about risks to people’s health and safety and had received training in understanding risks associated with people’s health needs. Staff provided care that fully met people’s needs and was safe, supportive and enabled people to do the things that mattered to them. Staff understood there were times when people may become distressed and spoke about measures in place, to resolve this in a respectful way.

Safe and effective staffing
The service made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development to maintain high-quality care. People told us they had good relationships with the staff. One person shared, “It’s important to be able to have a laugh and a joke – it’s good they know how to take me”. People were supported by regular and familiar staff across the service. Where agency staff were utilised, the provider ensured they had access to all documentation required. Staff had undertaken training in how to support autistic people and people with a learning disability, their competency was assessed to ensure they had the skills to support each individual person.

Medicines optimisation
The service made sure that medicines and treatments were safe and met people’s needs, capacities and preferences. People were appropriately involved in decisions about their medicines. People who had conditions such as epilepsy, were supported effectively to protect them from the risk of avoidable harm and best practice guidance was followed. People accessed appropriate monitoring, as part of their annual health checks, and staff would take any required actions. Managers completed regular checks to ensure people received their medicines on time and in a safe way. Staff confirmed, and we saw there were policies, procedures, audits, competencies and training available in relation to medicine management. Where issues had been found, appropriate measures were in place including the use of their in-house quality team.
