There was an inclusive and positive culture of continuous learning and improvement, focused on meeting the needs of service users and the broader community. Leaders worked proactively to support staff and collaborated with partners to deliver safe, integrated, person-centred and sustainable care and to reduce inequalities. There were effective governance and management systems, and information about risks, performance and outcomes was used effectively to improve care. Leaders implemented actions plans, strategies and processes which had worked well and improved the overall governance of the service. The y had recognised where improvements are required in the service and put appropriate actions and support in place. The service has a stable management structure in place. Governance and auditing processes were well embedded in the service. Staff were encouraged and supported to develop on their learning and skills. Leaders were involved and visible for staff and patients. They gathered staff views on improvement and service feedback and regular staff supervision

Capable, compassionate and inclusive leaders

Leaders had the experience to manage the services safely. The hospital director and director of clinical services had worked together in the post for the last 5 years. Staff told us that directors had positive and relaxed weekly meetings with patients. Leaders had adequate understanding of the services they managed. They were aware of the key challenges and risks and were open in sharing them. The hospital manager met with patients regularly and knew their treatment plans and needs. Staff told us that leaders were always visible and approachable. Staff said they had no experience of poor culture within the service. The leadership team attended the daily risk meetings as well as the handover meetings to support staff as needed.

Governance, management and sustainability

Leaders told us they had implemented systems and effective governance processes that are embedded in the service. Leaders told us that good governance was a priority for continued improvement of the service. The leaders told us that they had whistleblowing procedures in place and staff were aware of these. Staff were at 90.7% on their suicide prevention trainings. Staff knew how to speak up and were aware of the Freedom to Speak up Guardian in the service. Leaders told us there were many opportunities for staff to speak up about any issues or suggest any changes to improve the working environment including the experience for patients. Leaders also mentioned that the service promoted an open and honest culture and had a Freedom to Speak Up Guardian in place. Leaders informed us that a whistleblowing procedure was established, and staff were aware of it. However, no staff members had utilised the whistleblowing process. Staff and leaders told us about the employee of the month, wellbeing forum groups and you say groups.

Whistleblowing and safeguarding polices and procedures were in place, and staff were aware of it. Freedom to speak up champions were in place with posters and information was displayed around all staff areas. Supervisions happened and we saw the frequency and quality of these were audited. The provider told us about future developments of the service which were scheduled to begin in the last quarter of 2024 to remodel and redevelop Cherry oak ward, which is currently empty, into a 10 bedded male acute ward. The provider told us that Priory Hospital Norwich is registered with CQC to provide a total of 44 beds while at present having a capacity of 34. Following this Woodlands ward will be remodelled as a male PICU. Budget for the new services starts on 17th June 2024 with a recruitment plan to follow shortly thereafter.
