Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question good. At this assessment, the rating has remained good. This meant people were safe and protected from avoidable harm.

Safeguarding
The service worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. They concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The service shared concerns quickly and appropriately. Staff received safeguarding training and had access to policies and procedures, they confidently told us how they would raise concerns, both within the service and externally. Staff stated the registered manager would take any concerns seriously and act. Comments included, “Management are extremely approachable and take on board anything raised with immediate response times.” And “Actions from safeguarding concerns are followed through.”
Involving people to manage risks
The service worked with people to understand and manage risks through holistic planning. Staff provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them. People and their relatives told us they felt the service was safe and felt confident to ask for extra help when needed. A staff member told us, “People are actively involved in their day-to-day care. Listening to their needs is an essential part of delivering care.” And “People have an active voice in how they are being cared for.” There were systems in place for staff to report concerns, incidents, and accidents directly to the registered manager using the electronic recording system. The registered manager was able to update care plans and risk assessments when a person’s care needs changed.

Safe and effective staffing
The service made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs. Staff told us they received relevant training and were supported by the registered manager to undertake additional training if they wished to develop their skills. The service was achieved a homecare award for ‘Top 20 Rated Home Care Provider in Southwest England.’ The registered manager stated, “As a small company, this is a massive achievement for us, it reflects the staff efforts and the way they work.” The provider had effective processes in place to ensure staff had the necessary skills and competence to carry out their roles. Recruitment records showed staff were recruited safely. This included an enhanced Disclosure and Barring Service (DBS) checks for adults. DBS checks provide information including details about convictions and cautions held on the Police National Computer. The information helps employers make safer recruitment decisions.
